تناول موضوع البحث أثر الظروف الطارئة على تنفيذ العقد الإداري في دراسة مقارنة بين القانون المصري والليبي وأوضح البحث الأحكام العامة لنظرية الظروف الطارئة من حيث تعريفها ومفهومها وأساسها القانوني وشروط تطبيقها ، ثم تناول البحث مفهوم الظرف الطارئ ووقته وإمكانية توقعه وتمييز نظرية الظروف الطارئة عن غيرها من النظريات المقاربة لها وتطبيقها على العقود الإدارية والأثر المترتب عليها ، ثم تناول البحث سلطة القاضي وسلطته
وحدوده في مواجهة أثر الظروف الطارئة في العقد الإدارى في كل من فرنسا وليبيا ومصر.
The study dealt with the "impact of emergency conditions on the implementation of the administrative contract" in a comparative study between Egyptian and Libyan law. The research clarified the general provisions of the theory of emergency conditions in terms of their definition, concept and legal basis and conditions of application. the research then dealt with the concept of emergency circumstance and time and predictability and distinguish the theory of emergency conditions from other theories. The research dealt with the judge's authority, authority and limits in the face of the impact of emergency conditions in the administrative contract in France, Libya and Egypt.
