| Summary, etc. | The study dealt with the "impact of emergency conditions on the implementation of the administrative contract" in a comparative study between Egyptian and Libyan law. The research clarified the general provisions of the theory of emergency conditions in terms of their definition, concept and legal basis and conditions of application. the research then dealt with the concept of emergency circumstance and time and predictability and distinguish the theory of emergency conditions from other theories. The research dealt with the judge's authority, authority and limits in the face of the impact of emergency conditions in the administrative contract in France, Libya and Egypt. |
