إن موضوع الرسالة هو " رقابة هيئة سوق رأس المال الفلسطينية على الشركات المساهمة " وسبب اختياري لهذا الموضوع هو حداثة الاقتصاد الفلسطيني، حيث تختص الهيئة بالرقابة والإشراف على
الأسواق المالية غير المصرفية بما في ذلك أسواق رأس المال. وبناء عليه فقد تم تقسيم هذه الدراسة إلى بابين يسبقهما فصل تمهيدي، تناولت في الفصل التمهيدي
الملامح العامة لسوق رأس المال مبيناً أهميته ووظائفه في التأثير على الاقتصاد. أما الباب الأول الذي أسميته بورصات الأوراق المالية والرقابة عليها فقد تضمن خمسة فصول تناولت فيها تنظيم البورصة المصرية والرقابة عليها، والبورصة الفرنسية والرقابة عليها، وبورصات
الأوراق المالية في أمريكا والرقابة عليها، والبورصة الفلسطينية والرقابة عليها، وهيئات أسواق رأس
المال ودورها الرقابي ( الأيوسكو ).
أما الباب الثاني فقد جاء تحت اسم ( دور هيئة الرقابة المالية في الرقابة على الشركات المساهمة) وتضمن خمسة فصول تناولت فيها ، دور الهيئة الرقابي على عمليات إصدار وقيد وتداول الأوراق المالية وتسويتها، ومن ثم رقابة الهيئة على العروض العامة لشراء أسهم شركة المساهمة، ودور هيئة الرقابة على الممارسات الغير مشروعة، ودور الهيئة في تسوية منازعات سوق رأس المال، وبالفصل الأخير
تناولت فيه الآثار المترتبة على رقابة الهيئة على شركات المساهمة.
وأنهيتهما بخاتمة اشتملت على أهم النتائج والتوصيات التي توصلت إليها من خلال الدراسة.

The reason to choose this subject is the new stock market and the rise of the Palestinian national authority which tries to apply regulated rules and regulations on the market. Therefore, there should be review authority on the stock market. Therefore, I have divided this study into two chapters and proceeded by preliminary chapter.
The preliminary chapter deals with the general features of the stock market, its importance, functions and implications on the national economy.
Chapter one is entitled the stock market and its review. It has five parts, part one deal with the Egyptian stock market and its review. Part two concerns with the identification of the stock market in France and its review. Part three deals with the legal structure of the stock market and its review in U.S.A. part four concerns with the Palestinian stock market. Part five deals with the stock market organization and its role to review (AIOSCO).
Chapter two is entitled the role of the stock market organization to review the partnership companies. It has five parts deals with the review role of the organization and its review on the purchase of the partnership stocks and its review on the illegal activities and its role to settle disputes of the stock market. The last part deals with the consequences of this review on partnership companies. The conclusion contains the main recommendations and consequences of the study.
