In an introductory chapter and two divisions, this study has presented an examination of the legal system of the authorities and public institutions, in accordance with the Cooperation Council for the Arab States of the Gulf (G.C.C.) laws. Division one, however, illuminates the characteristics of Authorities and Public Institutions; it clarifies their importance to local legal system being one of G.C.C. mechanisms to administrate public utilities. Division Two, shed light on the similarities and differences, between the studied authorities and public institutions, and other similar social, business, commercial, and trade organizations.
The study discusses in section one, the G.C.C Authorities and Public Institutions legal regulations, founding, and administrating basics. It has also, highlighted their legal system, including the laws organizing their financial transactions, and the one commanding their relation with their employers.
Section two is devoted, to discuss the administrative and judicial surveillance in which the institutions under the study have been submitted to. It contains an examination of the ministerial power over these Authorities and Public Institutions, and an analysis of the Council of Ministers' power over the Authorities and Public Institutions that does not
follow a precise minister.
The study then moved to review the surveillance systems imposed upon the G.C. Authorities and Public Institution; it reviews the main and assistant surveillance bodies. It discusses also, the administrative judicial surveillance onto the G.C.C Authorities and Public Institutions legal and administrative actions. It has explained as well, the cancellation surveillance and the compensation surveillance.
The research ended with a conclusion and a number of findings and recommendations
