تأتي أهمية الدراسة من كون إدارة مرفق الأمن بالوسائل الالكترونية"، وتطبيق هذه الدراسة على مرفق المرور بدولة الكويت. أمرا ضروريا وحيوياً في التعامل مع الإفرازات "الإيجابية العصر تكنولوجيا المعلومات والاتصالات وامتلاك الوسائل الكفيلة بمواجهة الآثار السلبية" وإفرازات عصر العولمة.
لذا تم تقسم الدراسة إدارة مرفق الأمن بالوسائل الإلكترونية دراسة تطبيقية على الإدارة العامة للمرور بدولة الكويت إلى بابين الأول: الإدارة الرقمية للمرافق العامة والثاني: الإدارة الرقمية المرفق الأمن في دولة الكويت.
ومن أهم توصيات الدراسة ما يلي:
1- رفع الثقافة الرقمية والوعي المعلوماتي في المجتمع، وذلك من خلال تكاتف مؤسسات المجتمع المدني والأجهزة والإدارات الحكومية من أجل ردم الفجوة الرقمية، والوصول إلى مجتمع معلوماتي، ولتعزيز ثقة المواطن في إجراءات ورؤية وخطط الحكومة.
الاستفادة من التجارب الناجحة للدول المتقدمة في تطبيق مفهوم الإدارة الإلكترونية، وذلك للأخذ بأسباب النجاح وتلافي عوامل الفشل والمخاطر المترتبة على ذلك، مع التأكيد على عدم الاستيراد والتطبيق الحرفية للمفاهيم والمنهجيات المختلفة لهذه التجارب، وإنما تطويعها للتلاؤم مع الثقافة والموروثات المحلية البيئية.

The thesis importance lies in the fact that "Security Facility Administration via Electronic Means" and application of this study to "Traffic Facility in State of Kuwait" is essential and vital issue in handling "positive" outcomes of IT and telecommunications era and possessing means for encountering "negative" effects of globalization era outcomes.
Therefore, the study entitled (Security Facility Administration via Electronic Means: Applied Study to Traffic General Department in State of Kuwait) is divided into two chapters; the first: Digital Management of Public Facilities, and the second: Digital Administration of Security Facility in State of Kuwait.
Important recommendations of the study are as follows:
1. Enhance digital culture and information awareness in the society through collaborations among civil society organizations and governmental agencies and departments in order to bridge digital gap and reach information oriented society as well as enhancing citizen's confidence in government procedures, vision and plans;
2. Utilize successful experiences of developed countries in applying electronic administration concept in order to adopt success drivers and avoid failure factors and risks resulting from the same. Emphasis should be placed on refraining from literal importation and application of such various concepts and methodologies of these experiences; rather they should be adapted to suit local culture and heritage.
