الجذور الأولى للنظام البرلماني وأسسه وخصائصه وهي الجذور الأولى للنظام البرلماني وأسسه وخصائصه وخصائصه وتحتوي كذلك على مبدأ الفصل بين السلطات والنظام البرلماني ويحتوي على مفهوم مبدأ الفصل بين السلطات ومبررات مبدأ الفصل بين السلطات والانتقادات الموجهة لهذا المبدأ وكذلك تحتوي على التوازن التقليدي بين السلطتين التشريعية والتنفيذية وتوزيع الاختصاصات في النظام البرلماني وكذلك تحتوي على التوازن التقليدي بين السلطتين التشريعية والتنفيذية في النظام البرلماني ووسائل السلطة التنفيذية في مواجهة السلطة التشريعية و تطبيقات التوازن في النظام البرلماني وكذلك تحتوي على التوازن التقليدي بين السلطتين التشريعية والتنفيذية وتوزيع الاختصاصات في النظام الرئاسي وهنا يحتوي على دعائم النظام الرئاسي ومظاهر التوازن بين السلطتين التشريعية والتنفيذية في النظم الرئاسية وكذلك اختلال التوازن بين السلطتين والتشريعية والتنفيذية وكذلك تحتوي على الأسس النظرية للنظام البرلماني الانجليزي وتكوين السلطة التشريعية في العراق وتوزيع الاختصاصات بين المجلسين التشريعين الذي يحتوي على تكوين السلطة التشريعية وتوزيع الاختصاصات بين جهازي السلطة التشريعية و مدى تحقق النظام البرلماني في العراق وكذلك يحتوي على وضع السلطة التنفيذية في الدستور العراقي الصادر عام 2005 وتكوين السلطة التنفيذية و توزيع الاختصاصات بين جهازي السلطة التنفيذية وكذلك تحتوي العلاقة بين السلطتين التشريعية والتنفيذية في العراق وفقًا لدستور عام 2005 والعلاقة بين السلطتين التشريعية والتنفيذية في النظام البرلماني العراقي والتطور السياسي والدستوري في العراق وتشتمل على خاتمة وهي نتائج البحث والتوصيات.

This thesis includes as follows:
The first roots of the parliamentary and presidential regime, its foundations and characteristics as well as the first roots of the parliamentary regime its foundations and characteristics and first roots of the presidential regime, its foundations and characteristics as well as it includes the separation of branches principle and the parliamentary regime and it includes the concept of the principle of separation of branches and the justifications for the principle of separation of branches and the criticism against this principle, as well as it also contains the traditional balance between the legislative and executive branches and the distribution of -terms of references in the parliamentary regime and it also contains the traditional balance between the legislative and executive branches in the parliamentary system and means of executive branches in the face of the legislative authority and applications of balance in the parliamentary system and it also includes the traditional balance between the two legislative and executive branches and the distribution of terms of references in the presidential system.
Hence, it contains the pillars of the presidential system and aspects of the balance between the legislative and executive branches in presidential systems, as well as the imbalance between the twolegislative and executive branches as well as it includes the theoretical foundations of the Parliamentary system of England and composition of the legislative authority in Iraq and the distribution of terms of references between the two agencies of legislature and it also includes the composition of the legislative branch and the distribution of terms of references between the two agencies of the legislative branch and the extent to which the parliamentary system is achieved in Iraq. Moreover, it includes the development of executive brnch in the Iraqi Constitution of 2005 and the composition of the executive branch and the distribution of terms of references between two agencies of the executive branch as well as the relationship between the legislative and executive branches in Iraq according to the Constitution of 2005 and the relationship between the legislative and executive branches in the Iraqi parliamentary system and political and constitutional developments in Iraq and it includes a conclusion: the research results and recommendations
