تحدثت في هذه الرسالة عن موضوع المسئولية التأديبية والجنائية للصحفيين وذلك من خلال فصل تمهيدي، ثم قسمت الرسالة إلى قسمين قسم للمسئولية التأديبية للصحفي عبارة عن بابين، وقسم للمسئولية الجنائية للصحفي)
ويتكون أيضا من بابين وذلك في إطار الدراسة المقارنة بين مصر وفرنسا.
وفي الفصل التمهيدي أوضحت المفاهيم الأساسية والفلسفية المتعلقة بالعمل الصحفي وذلك ببيان تعريف الصحافة ووظائفها وخاصة الصحافة الإلكترونية، ثم
تعريف الصحفي وشروط الاشتغال بمهنة الصحافة.
أما القسم الأول من الدراسة وهو المسئولية التأديبية للصحفي تناولت في الباب الأول : مفهوم الجريمة التأديبية وأركانها، وطبيعة العلاقة بينها وبين الجريمة الجنائية، وكذا تحديد وتقنين الجرائم التأديبية، والمبادئ العامة في إثبات هذه الجرائم، ومدى حجية التحقيق الجنائي إزاء القضاء التأديبي، وكذلك حجية الحكم
الجنائي إزاء القضاء التأديبي والعكس.
ثم تناولت في الباب الثاني من هذا القسم إجرءات تأديب الصحفي والعقوبات التي توقع عليه في حالة الإدانة ثم طرق الطعن في هذه العقوبات.
أما القسم الثاني من الدراسة وهو المسئولية الجنائية للصحفي تناولت في الباب الأول أركان الجريمة الصحفية، وتحدثنا عن الركن المادي للجريمة الصحفية من خلال بيان عناصر الركن المادي، وطرق العلانية في الوسائل التقليدية والوسائل الحديثة ثم الحديث عن الركن المعنوي في جرائم الصحافة من خلال بيان مفهوم القصد الجنائي وعناصره وطبيعته، والعلاقة بين شرط العلانية والقصد الجنائي، ثم تناولت في الباب الثاني من هذا القسم التنظيم القانوني

In this letter, I talked about subject of (Disciplinary and criminal responsibility for journalists) through the inductor chapter, then the letter divided into Tow parts, the disciplinary responsibility section for journalists is two doors, as part of the comparative study between Egypt and France, in the introductory chapter, I explained the basic and philosophical concepts related to journalistic work by clarifying the definition of journalism and its functions, especially electronic journalism, then the definition of the journalist and the conditions for working in the profession of journalism.
The first section the study, which is the disciplinary responsibility of the journalist, I dealt in part one with the concept of disciplinary crime, its Pillars and the natures of the relationship between it and the criminal crime, thus defining and codifying disciplinary crimes and general principles in proving these crimes and the authenticity of the criminal investigation of the disciplinary judiciary, and also the authoritativeity of the criminal judgment if the disciplinary judiciary and vice versa.
Then I dealt in the second part of this section the procedures for discipling the journalist and the penalties imposed on him in case of conviction and then the methods of appealing these penalties.
As for the second section of the study which is (The criminal responsibility of the journalist) I dealt in part one the elements of journalistic crime, and we talked about the material element of the journalistic crime through the statement of the elements of the material element and advertising in traditional and modern means and them talking about the mental element in press crimes by clarifying the concept of criminal intent, its elements and nature
