باتت الطاقة النووية تحتل مكانة هامة في الآونة الحالية سواء على صعيد استخدامها في الأغراض السلمية أو غير السلمية في مجال إنتاج الأسلحة النووية، وهو ما يقتضي استعراض القواعد القانونية الموضوعة بواسطة الوكالة الدولية للطاقة الذرية ومعاهدة عدم انتشار الأسلحة النووية والضوابط التي تنظم قواعد الاستخدام السلمي للطاقة النووية والوضع القانوني للأسلحة والجهود الدولية للحد من الانتشار النووي. 2- كما يشكل تناول الملف النووي الإسرائيلي بأبعاده القانونية والفنية أهمية خاصة لمصر ومنطقة الشرق الأوسط، خاصة وأن هذا البرنامج يعمل خارج الأطر القانونية الدولية.

Nuclear energy occupies an important place at the present time, both in terms of its use for peaceful or non - peaceful purposes in the field of nuclear weapons production.  It is therefore important to review the legal norms established by the IAEA and the Treaty on the Non-Proliferation of nuclear weapons as well as the regulations governing the rules for the peaceful use of nuclear energy, the legal status of nuclear weapons and international efforts to curb nuclear proliferation.  Addressing the Israeli nuclear file in its legal and technical dimensions is of particular importance to Egypt and the Middle East Region, particularly since this program remains to function outside the international legal frameworks.
