بدايةً نشير إلى إنَ العنفَ السياسى هو أحد أكثر الظواهر السياسية قدمًا وامتدادا فى التاريخ الإنسانى ولفترة كبيرة من الزمن لم تكن السياسة تعرف من الأدوات أو الأشكال إلا العنف؛ والجانب الأغلب من تاريخ السياسة هو الذى ساد فيه التلازم بين السياسية و العنف، ولم تبدأ الصلة بينهما فى التباعد والانفكاك إلا قبل قرابة أربعمائة عام، حيث بدايات نشوء الدولة الحديثة وانتشار الأفكار والإيديولوجيات الإنسانية والعقلانية، ولا يعني ذلك بالضرورة أن السياسية هى فعل العنف أو أن مفهومها يطابق مفهوم العنف. وبالنظر إلى أن العنف ظاهرة مركبة لها جوانبها السياسية والاقتصادية والاجتماعية والثقافية والنفسية. وهو ظاهرة عامة تعرفها كل المجتمعات البشرية بدرجات متفاوتة، وبصور وأشكال متعددة، ولأسباب متداخلة ومتنوعة، تختلف باختلاف المجتمعات والثقافات والمراحل التاريخية. ويرى أغلب الباحثين أن العنف يصبح سياسيــًا عندما تكون أهدافه ودوافعه سياسية وبتعبير آخر يمكن اعتبار العنف السياسى السلوكيات التى تتضمن استخداما فعليــًا للقوة أو تهديدا باستخدامها لإلحاق الأذى والضرر بالأشخاص وإتلاف الممتلكات بغرض تحقيق أهداف سياسية أو اقتصادية أو اجتماعية أو ثقافية لها دلالات وأبعاد سياسية.

) At the outset, we point out that political violence is one of the most ancient and extensive political phenomena in human history. For a large period of time, politics was known only from the tools or forms of violence; The majority of the history of politics is the one in which the correlation between politics and violence prevailed, and the connection between them did not begin to diverge and disengage until nearly four hundred years ago, when the beginnings of the emergence of the modern state and the spread of human and rational ideas and ideologies, and this does not necessarily mean that politics is an act of violence or that Its concept corresponds to the concept of violence. Given that violence is a complex phenomenon with its political, economic, social, cultural and psychological aspects. It is a general phenomenon known to all human societies to varying degrees, in various forms and forms, and for various overlapping and varied reasons, which differ according to different societies, cultures and historical stages. Most researchers believe that violence becomes political when its goals and motives are political. In other words, political violence can be considered behaviors that include an actual use of force or a threat to use it to harm and harm people and destroy property in order to achieve political, economic, social or cultural goals that have political connotations and dimensions.
