ظهرت أنماط جديدة من الجريمة وكذلك من المجرمين واستغلالهم للعلوم وتطويع المخترعات الحديثة لخدمة أهدافهم الإجرامية، ولأن بناء دولة تعتمد على الحاسبات الآلية أدى إلى تحويل العالم إلى قرية كونية إلكترونية، وأدى إلى ظهور المشكلة الحقيقية وهي لا تتمثل في استخدام الحاسبات الآلية فحسب، بل تكمن في العجز عن ملاحقة الجرائم ومرتكبيها، فقد بدأت تلك المشكلة في الظهور ؛ بسبب عدم تجاوب القانون التقليدي ومواكبته للاحتياجات التي نتجت عن متغيرات العصر، وقد توصلت الي مجموعة من النتائج منها : . التعاون مع السلطات المختصة في إلزام مقدم الخدمات بتجميع أو تسجيل بيانات المرور، الخاصة
بالأشخاص الذين يقومون بتسجيل الدخول على المواقع المختلفة. . أن برامج الحاسب الآلي تنطبق عليها سمات أو خصائص المادة، وبالتالي تدخل في نطاق الأشياء
المادية، سواء كانت تلك البرامج برامج نظام أو برامج تطبيقات. . أن معظم التشريعات العقابية في معظم دول العالم، عملت على مد الحماية الجنائية لحقوق برامج
الحاسب الآلي، وفي مصر ظهرت عدة قوانين سبق عرضها تتعلق بهذه الحماية.
. أن الالتزام بالإعلان في الجرائم المتعلقة بالإنترنت، يمثل دورا هاماً في مكافحتها.

• Most of the punitive legislation in most countries of the world worked to extend criminal protection for the rights of computer programs, and in Egypt several laws were previously presented related to this protection.
The commitment to declare in crimes related to the Internet, plays an important role in combating them.
