تناول هذا البحث (النظام القانونى للعمال الأجانب فى المملكة العربية السعودية) ماهية العمالة الأجنبية و تطورها و أبرز سماتها و المفهوم القانونى لمدلول العمال الأجانب فى معايير العمل الدولية و العربية والتشريع الوطنى و بينت العوامل الرئيسية لنمو العمالة الأجنبية و الصعوبات التى تواجهها فى بلدان الإرسال و بلدان الاستقبال و الآثار المرتبة على تواجدها من الناحية السياسية و الأمنية و الاجتماعية و الاقتصادية كما استعرض البحث الحماية المقررة للعمال الأجانب وفقاً لمعايير العمل الدولية و العربية و موقف المشرع السعودى: كما تضمن البحث أحكام و قواعد تشغيل العمال الأجانب فى المملكة العربية السعودية من حيث التعرف على نظام الكفالة و لائحة استقدم العمالة الوافدة و أحكام الدخول و الإقامة بقصد العمل: و شروط الترخيص بالعمل للأجانب و إجراءاتها و جزاء مخالفتها: و حقوق و التزامات العمال فى ظلى أحكام قانون العمل السعودى: و خطط المملكة العربية السعودية فى الحد من استخدام العمال الأجانب

This study addresses the legal system of foreign workers in Saudi Arabia in terms of the nature evolution of foreign workers, their most prominent features, the legal concept of the meaning of foreign workers in international and Arab labor standards and national legislation. The study showed the main factors of the growth of foreign labor and the difficulties they face in the exporting and importing countries and their political, security, social and economic implications. The study also reviewed the protection of foreign workers in accordance with international and Arab labor standards and the trend of the Saudi legislator. The research also includes the terms and conditions of the employment of foreign workers in the Kingdom of Saudi Arabia in terms of identifying the sponsorship system the regulation of recruitment of expatriate workers, the provisions of entry, residence for the purpose of work, conditions and procedures of licensing, the penalty for the violation, rights and obligations of the workers under terms, conditions of the Saudi law and Saudi Arabia plans to limit the employment of foreign workers.
