تهدف الرسالة فى دراسة توضيحية إلى إبراز أهمية القانون الرومَانى و مكانته الكبيرة فى العالم القديم: مروراً بنشأته: و مراحل تطوره منذ العصر الملكى إلى عصر الإمبراطورية السُفلى: و مصادره التى جعلت منه قانون عالمى يُدرس إلى الآن فى الجامعات العالمية. و توضح الرسالة أثر القانون الرومَانى على القانون المصرى الإغريقى: و الأعراف الفرنسية القديمة: بل و القانون المدنى الفرنسى الصادر فى عام 1804م عن طريق اللجنة المكلفة من نابليون بتشكيله .. بالإضافة للقانون المصرى الحديث.. و قد عرضنا فى الرسالة عدم تأثير القانون الرومانى على الشرائع السماوية. و توصى الرسالة فى الختام بعده توصيات منها: إعادة تفعيل مجلس العامة مرة أُخرى على أرض الواقع لثراء الحياة السياسية و النهوض بمصر لحياة أرقى وأفضل : و تُوصى أيضاً بإعادة تفعيل وسيلة كانت ضمن وسائل حماية الملكية فى القانون الرومَانى و التى كانت تقضى بضرورة ترك مسافة مُعينة بين الجيران فى حالة البناء و من يُخالف هذه القاعدة يُعرض نفسه لعقوبة إزالة البناء و دفع تعويض للجار .. فلو تم الحفاظ على تلك القاعدة القانونية فقط لكانت الطُرق أكثر إتساعاً و أقل إزدحاماً و أجمل منظراً و أقل إنتشاراً للأمراض مما نحنُ عليه الآن .. و هذا ما انتهت إليه الرسالة

The thesis aims at illustrative study To highlight the importance of Roman law. And its great place in the ancient world. Through its origin And stages of its development since the royal era. To the era of the Lower Empire. And its sources, which made it a universal law taught so far in international universities.
The letter clarifies the effect of Romanian law on the law Egyptian Greek. And the old French customs But the French Civil Code issued in 1804 Through the committee charged with forming Napoleon. In addition to modern Egyptian law. Did the Roman law have an impact on heavenly laws or not..? of course not.
In conclusion, the letter recommends several recommendations Including: Re-activation of the General Council again In reality. For the richness of political life. And the advancement of Egypt for a better and better life.
Re-activation is also recommended Were among the means of protecting property In Roman law, Which was necessary, Leave a certain distance between the neighbors in the case of construction. And who violates this rule It presents itself to the penalty of removal of construction, And payment of compensation to the neighbor... If only that legal rule was maintained. The roads would have been much wider, And less crowded, The most beautiful view. And less prevalent diseases than we are now. This is what the letter ended.
