تناولت الدارسة شرح تفصلي لماهية سعر الصرف والنفقات العامة وأسباب تغير أسعار الصرف والنظريات تفسير التغيرات في أسعار الصرف ودور صندوق النقد الدولي في تحديد سعر الصرف والعلاقة بين سعر الصرف والنفقات العامة وعوامل استقرار سعر الصرف وأثرها على ترشيد وضبط الإنفاق، وتهدف الدراسة إلى توضيح الأسباب التي قد تؤدي إلى حدوث تغيرات في أسعار الصرف. وعرض آثار تغيرات سعر الصرف على النفقات العامة وتقديم بعض المقترحات التي من شأنها تحقيق الاستقرار في سعر الصرف وأثرها على الإنفاق العام. وتوصلت الدراسة إلى بعض النتائج من أهمها - تدهور قيمة الجنيه المصري عبر المراحل المختلفة ناتج عن مظاهر الخلل الهيكلي التي يعانيها الاقتصاد القومي، وعدم التنسيق بين السياسات الاقتصادية داخل الدولة - طبقت مصر التعويم المدار الذي يتلاءم مع سياستها المالية والنقدية، لكن توقيت التطبيق وعدم التهيئة له أضر كلَّ مناحي الحياة الاقتصادية والاجتماعية، وتطبيق التعويم بوصفه أمرًا إجباريًّا، فاستقبله المواطنون مضطرين للتعايش مع آثاره وأزماته المتلاحقة.

The study dealt with a detailed explanation of the nature of the exchange rate and public expenditures and the reasons for changing exchange rates and theories explaining changes in exchange rates and the role of the International Monetary Fund in determining the exchange rate and the relationship between the exchange rate and public expenditures and factors of stability of the exchange rate and their impact on the rationalization and control of spending The study aims at clarifying the reasons that May lead to changes in exchange rates. And submitting some proposals that would achieve stability in the exchange rate and its impact on public spending.
The study reached some results, the most important of which are:
-The deterioration of the value of the Egyptian pound through the various stages is a result of the manifestations of the structural imbalance that the national economy suffers from, and the lack of coordination between economic policies within the state
-Egypt implemented managed flotation, which is compatible with its fiscal and monetary policy, but the timing of the application and the lack of preparation for it harmed all aspects of economic and social life, and the application of flotation as a compulsory matter, so citizens were forced to live with its effects.
