إن العقد الاجتماعي (السياسي) هو أساس تنظيم المجتمع في كافة نواحيه على مر العصور وبدونه نرجع إلى حالة الهمجية الأولى فهو العقد الذي ينظم العلاقة بين الشعب من جانب والحاكم من جانب آخر وتنبثق منه حقوق كل طرف وواجباته تجاه الطرف الآخر على قدم المساواة فهو عقد متوازن لا يوجد فيه أي إخلال. وتعد نظرية العقد الاجتماعي في العصر الإسلامي أكبر دليل على عالمية هذا العقد وصلاحيته لكل زمان ومكان وأنه يراعى مصالح العباد وحاجاتهم ويسعى إلى التيسير عليهم ودفع
المشقة والحرج والظلم عنهم.
وقد كان في مرحلة العصور القديمة للعقد الاجتماعي السياسي) يمكن الإخلال به عن طريق هيمنة الحكام عليه مثل لويس الرابع عشر ولكن دورنا هنا هو البقاء على
هذا العقد حيث أن الشعب هو السيد).

The (political) social contract is organization of society in all facets over time. Without this social contract, we would return to the early stage of chaos; it is the contract that organizes the relation between people on the one hand and the ruler on the other. It creates rights and duties of each party towards the other equally. It is a balanced contract without any breach or violation. The theory of social contract in the Islamic era is the most apparent evidence of the internationality of this contract and its validity for every time and place, and that it observes and guards the interests and needs of worshippers and prevent tyranny, oppression, fatigue and embarrassment that they encounter.
In a stage of ancient times of (political) social contract, it was possible to breach it by hegemony of rulers like Louis XIV, but our role here is to honor this contract as (people are the master).
