تسعى هذه الرسالة إلى بحث الجوانب القانونية للجان البرلمانية النوعية فى المجالس التشريعية فى كل من جمهورية مصر العربية: والمملكة المتحدة: والولايات المتحدة الأمريكية. وخلال أقسامها المختلفة: عالجت الدراسة ماهية اللجان البرلمانية: والتطور التاريخى لنشأتها: وأهميتها: وأنواعها: وتطبيقاتها الواقعية: ووجود اللجان النوعية: وطرق تعيين أعضائها ورؤسائها: وضوابط عضوية هذه اللجان: وإجراءات عملها: بما فى ذلك الحق فى الاجتماع: وعقد جلسات استماع: وإعداد التقارير. كما ناقشت الدراسة مجالات اختصاص اللجان النوعية: والقواعد التى تحكم عملية توزيع موضوعات الاختصاص داخل نظم اللجان النوعية فى المجالس التشريعية محل البحث: ومدى شمول مهام هذه اللجان للجوانب التشريعية والرقابية: وكذلك الصلاحيات التى تخولها النظم البرلمانية الثلاثة إلى لجانها المتخصصة لتمكينها من أداء مهامها المختلفة

The purpose of this thesis is to examine the legal system of the Specialized Parliamentary Committees in the Arab Republic of Egypt, the United Kingdom and the United States of America.
Through its various divisions, the study has addressed the concept of specialized committees, their history, realistic implementations, importance and types. Furthermore, this study talks over these committees establishment, assignments and procedures including powers to meet, hold hearings and how to prepare reports on their various responsibilities.
Also, the study has discussed competence areas of specialized committees, rules governing topics distribution and the legal nature of committees jurisdiction by studying their tasks to know whether they are assisting Parliament in one or more of its functions, as well as, powers conferred by the three parliamentary systems on the specialized committees which enable them to perform their various tasks.
