هذه الرسالة موجهة للمهتمين بعقود الاستثمارات النفطية في المنطقة العربية ولاسيما العراق باعتبار هذه العقود أحد أهم العقود الإدارية في الدولة، والوسيلة المهمة في تحقيق الاستثمارات النفطية بالوسائل الفنية المتطورة ومن دون هدر لهذه الثروة وباقل التكاليف وتحقيق التنمية الاقتصادية وتناول الباحث هذا الموضوع انطلاقا من ضرورة الحفاظ على هذه الثروات ملك للشعب العراقي وفقا للدستور العراق، وعدم منحها إلى الشركات الأجنبية، بل يجب الحفاظ عليها من خلال السلطة المركزية في بغداد بما تملك من مقومات الدولة القوية ذات السيادة الكاملة والسلطة العامة على ما موجود في إقليمها عن طريق التشريع والضبط للمصلحة العامة وفقا للدستور، وما يحفظ في الوقت نفسه حق الشعب بهذه الثروة، وحق المتعاقد مع الدولة في الاستقرار القانوني درس الباحث عقود الاستثمارات النفطية في ثلاث مستويات مترابطة ومتداخلة، الأول يبحث في التكييف القانوني لعقود الاستثمارات النفطية وملكيتها والسيادة عليها، والثاني يعنى بمراحل وأنماط الاستثمارات النفطية في العراق منذ اكتشاف النفط بكميات تجارية إلى احتلال العراق عام ٢٠٠٣م، والثالث يتناول الآثار القانونية للعقود النفطية وطرق تسوية
منازعاتها في ضوء أحكام الدستور العراقي ومشروع قانون النفط والغاز في العراق.
