نظرآ للأهمية الإستراتيجية للملاحة البحرية : فقد كانت الحاجة ماسة لحمايتها جنائيآ من الجرائم الواقعة عليها و هو ما تناوله موضوع الدراسة التي من خلالها تطرقت للحديث عن طبيعة هذه الجرائم و حدود حمايتها و مشروعيتها : سواء في القانون الدولي أو في التشريعات الوطنية . و كذلك أشارت الدراسة إلى مراحل الاستدلال و التحقيق و المحاكمة في الاتفاقيات الدولية و القوانين الوطنية . كما تناولت الدراسة ثلاث صور للحماية الجنائية : الأولى : تجريم القرصنة البحرية و الثانية : تجريم تهريب المخدرات عبر البحار و الثالثة : تجريم التلوث البحري

Because of the strategic importance of maritime navigation, there was an urgent need to protect them from criminal offenses; and this was dealt with as the subject of this study which talked about the nature of these crimes and their protection borders and legislation, both in international law or in national legislation. Also, the study pointed out the stages of analysis, investigation and prosecution of international conventions and national laws.
The study also dealt with three pictures of the Criminal Protection: First: the criminalization of maritime piracy which dealt with the concept of piracy, its causes, its relationship to terrorism, its corners, its penalty, effects and control efforts to reduce them. The second: the criminalization of smuggling drugs overseas which talked about the definition of smuggling, its causes, the Crime corners, its punishment and control efforts. Third: criminalization of marine pollution in which the study referred to its real meaning, its sources, the elements of crime, punishment and criminal responsibility for the crimes of pollution.
