تعد جرائم الاتجار بالبشر إحدى أكبر التحديات التي تواجه المجتمعات الإنسانية في العصر الحديث، وهي ظاهرة قديمة متجددة، خاضت البشرية نضالا صعبا ومتواصلا في سبيل مكافحتها والتخلص من آثارها المدمرة .
وبالرغم من التقدم الذي شهده المجتمع البشري على مختلف الصعد في العصر الحديث، وفي ظل الجهود الدولية التي توجت بإقرار المبادئ التي تحض على صون حقوق الإنسان، وحماية كرامته الآدمية، التي طالما انتهكت في مراحل مظلمة من التاريخ الإنساني إلا أننا بتنا نواجه اليوم ونحن في القرن الواحد والعشرين عودة مفزعة لهذه الظاهرة، بأشكال متعددة وأساليب مختلفة تجاوزت في انتشارها حدود الدولة الوطنية، الأمر الذي أحاط بمهمة مواجهتها على المستويين الوطني والدولي العديد من التعقيدات والصعوبات في المجالين التشريعي والعملي ميزتها عن غيرها من الجرائم، خاصة أن مرتكبيها غالبا ما يكونوا منخرطين في تشكيلات عصابات الجريمة المنظمة، وأن معظم ضحاياهم من الأطفال والنساء

Human trafficking is one of the greatest challenges facing human societies in the modern era. It is an ancient, recurring phenomenon, and humanity has waged a difficult and ongoing struggle to combat it and eliminate its devastating effects. Despite the progress witnessed by human society at various levels in the modern era, and in light of international efforts that culminated in the adoption of principles that call for the preservation of human rights and the protection of human dignity, which have long been violated during dark periods of human history, we today, in the twenty-first century, face a frightening resurgence of this phenomenon in various forms and under various methods. Its spread has transcended the borders of the nation-state.
This has surrounded the task of confronting it at the national and international levels with numerous complexities and difficulties in the legislative and practical spheres, distinguishing it from other crimes.
This is especially true given that its perpetrators are often involved in organized crime gangs, and most of their victims are children and women
