الجريمة المعلوماتية تعد من الظواهر الإجرامية المستحدثة باعتبارها ترتبط بصفة أساسية باستخدام الحاسوب، وما ترتب عليه من وجود وسيلة سهلة، وباستخدام تقنيات خاصة في ارتكاب الجرائم المختلفة، سواء وقعت هذه الجرائم على المصالح التقليدية المعروفة، كأمن الدولة الخارجي أو الداخلي، أو الثقة العامة، أو المساس بالوظيفة العامة، أو الإخلال بسير العدالة، أو المساس بالعقائد والشعائر الدينية، أو الماسة بالأسرة، أو الماسة بالأشخاص أو الماسة بالأموال، أو وقعت على المال المعلوماتي في صورتيه المادية والمعنوية.
ومفاد ذلك، أن هذه الجريمة تتميز بصفة أساسية بوسيلة ارتكابها، وهي الحاسوب، أما موضوعها فقد يكون موضوعًا تقليديًا، وقد يكون موضوعًا مستحدثا مرتبطاً بنشأة ما يعلق عليه المال المعلوماتي.

The information crime is one of the newly developed criminal phenomena, as it is mainly related to the use of the computer, and the consequent presence of an easy way, and the use of the special techniques in the commission of various crimes, whether these crimes occurred against known traditional intersts, such as the external or internal security of the state, or public trust or harm to public office, or prejudice the course of justice, or prejudice religious beliefs and rituals, or harm the family, or harm people or money, or affect information money, in its physical and moral forms.
This means that this crime is mainly characterized by the means of its commission, which is the computer. As for its subject, it may be a traditional topic, and it may be a novel topic related to the emergence of what information money is attached
