الجزيرة الاصطناعية هي كل جزيرة أو منشأة أيا كان غرض إنشائها: تم صنعها أو تركيبها في البحر بالإرادة الخالصة للإنسان و تبقى مرتفعة في حالة أعلى المد و لا ترتبط طبيعيا بقاع البحر. و تتمتع الدولة الساحلية بحقوق سيادية و حقوق ولاية فيما يتعلق بإنشاء الجزر الإصطناعية في مناطقها البحرية المختلفة كما لها الحق في إقامة مناطق سلامة حولها. و السلطة أو السيادة المعترف بها للدول على الجزر الإصطناعية ليست سيادة أو سلطة إقليمية و لكنها سيادة أو سلطة من نوع خاص

Seas and oceans has big far of the earth, and rules has a lot of interest, from the international society that issued the agreement of year 1982 arranged the rules which rule the seas and these islands which was very small at the beginning, and this study mare are search on the importance of these islands in Modern ages in the political and legal sides.
Although this attracting title, and its importance, bent these is little references for us about it so after the study we can define the island that is each institution for any purpose, Made in see by humankind, to by high not related to the bottom of the sea.
Any country has a complete authoritical rights on all its, regional seas to build these islands.
The usage of this right has hang conditions to present the evidence, to build these islands, these countries, has the right to build a peaceful regions around these island not more than 500 m from the outside point.
Al the top al the sea all countries has the right to build new artificial island and any other institutions because of the artificial island are different from the natural islands so there is no similarity between them, the islands is not a part of the region so the power of these countries on those island is not a regional power but it is a special one.
But in the case of building these islands on the sea the authority will be fixed by being back to the international power article n. 107 with agreement of 1982, of sea law.
It is insured that all these islands has no center in the natural ones, law to solve these challenges because the international law doesn't in sure this matter of building new islands.
The Emirates insured that its obligation by the international law issued in 1993 to build these new artificial islands.
Shorty, the system of these islands is a vital assistant to continue the production and investment away of it tourist element to collect money, so in the future will be developed in economic, political, legal sides of these industrial islands.
