تتناول الرسالة موضوع مدى جدية و جدوى سلطة الإدارة في توقيع الجزاءات على المتعاقد معها في العقود الإدارية في اليمن: و قبل التعرض لأنواع تلك الجزاءات: تناول الباحث أساس سلطة الإدارة في توقيع الجزاءات في العقود الإدارية في الفصل التمهيدي: ثم تطرق الباحث لبحث أنواع تلك الجزاءات و ضوابطها و ضماناتها و ذلك في بابين تناول في الباب الأول أنواع الجزاءات الخاضعة لسلطة الإدارة في عقودها الإدارية من جزاءات مالية و غير مالية - ضاغطة: فاسخة.. و في الباب الثاني تناول الباحث الضمانات السابقة لإصدار قرار الجزاء : و الضمانات اللاحقة على إصداره أو توقيعه

This thesis deals the subject of seriousness and usefulnes extent of the administrpation' authority in inflicting sanctions or the contractor contracting with it in the field of administrative contracts in Yemen. Beforpe explaining types of these sanctions, researcher dealt with legal base of administration' authority i inflicting sanctions in administrative contracts in Yemen. In the introductory chapter, the researcher treated types of these sanctions, its controls and its guarantees in two parts. The first one treated types of sanctions subjected to administration' authority in its administrative contracts. These sanctions were divided into financial and non financial sanctions (coercive and repealing). The second one, researcher treated the prior guarantees for inflicting sanctions and post guarantees for inflicting sanctions. This thesis was concluded with some results and recommendations
