بادئ ذي بدء، فإن مجال النقل البحري قد شهد تطورا بشكل واضح وسريع وله أهمية كبيرة جدا سواء عند نقل الأموال أو الأشخاص؛ لأن النقل البحري هو من يبرز قيمة التجارة من خلال التداول، وهكذا ظهر أول قانون للتجارة البحرية في مصر عام ۱۹۹۰، وهو القانون البحري المصري رقم 8 لسنة ۱۹۹۰، وقد طرأ عليه العديد من التعديلات بناء على الاتفاقيات الدولية التي صدقت عليها مصر بعده، وهي في عدة مجالات مثل بروتوكولات السلامة اتفاقية ماربول على منع التلوث البحري، تسجيل السفن من خلال اتفاقيات الأمم المتحدة لقانون البحار وكذلك المسئوليات والتعويضات.
بالرغم من هذا التطور الذي شهدته الملاحة وحركة النقل البحري، توجد العديد من التحديات والحوادث التي تهدد مصلحة كل من الناقل أو الشاحن، حيث يكون القرار المتخذ من الربان وطريقة تنفيذ عملية النقل من قبل الربان أو شركة النقل نقطة فاصلة بين النجاة والهلاك، وهذه الاتفاقيات يعلمها الربان عن ظهر قلب وعليه التزامات واضحة وقاطعة، ويلتزم بالعمل بها حتى لا تقع عليه المسئوليات نتيجة القرار الخاطئ، وهذه الأمور يتلقاها في الأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري.

First of all, the field of maritime transport has witnessed significant and rapid development, and is of great importance to both the transport of money and people. Maritime transport highlights the value of trade through circulation. Thus, the first maritime trade law in Egypt was issued in 1990, Egyptian Maritime Law No. 8 of 1990. It has undergone numerous amendments based on international agreements ratified by Egypt subsequently, covering several areas, such as safety protocols, the MARPOL Convention on the Prevention of Marine Pollution, ship registration under the United Nations Convention on the Law of the Sea, and liability and compensation.
Despite this development in navigation and maritime transport, there are numerous challenges and incidents that threaten the interests of both the carrier and the shipper. The decision made by the captain and the method of implementing the transport process by the captain or the transport company can be the deciding factor between survival and destruction. Captains are familiar with these agreements, and they are bound by clear and unequivocal obligations. They are committed to adhering to them to avoid liability as a result of incorrect decisions. These matters are taught at the Arab Academy for Science, Technology and Maritime Transport
