| Summary, etc. | برزت الهندسة الوراثية في نهاية القرن الماضي لتعتمد التعديل الوراثي (الجيني) كحل لعدد من المشكلات المتعلقة بمستويات الإنتاج والجودة ومقاومة الآفات والتكيف مع بيئات مختلفة. وقد نتج عن ذلك ارتفاع كبير في مستوى الإنتاج وانخفاض سعر التكلفة لعدد من المنتجات المحورة وراثيا. تسلط هذه الدراسة الضوء على الجدل إن تزايد سكان الكرة الأرضية وازدياد حاجياتهم للغذاء في ظل تقلص الموارد الطبيعية الأرضية والمائية والنباتية والحيوانية نتيجة للتدهور والتلوث الناجم عن الاستغلال المفرط لها، أدى إلى استخدام التكنولوجيا لسد الفجوة الغذائية. ورغم التكثيف الزراعي المتراكم و الاستخدام المتزايد لوسائل الإنتاج إلا أن العجز الغذائي لا يزال قائما. وعليه فإن مبدأ الحيطة صيغ في العام 1992 للمرة الأولى في المبدأ 15 من إعلان ريو ”أنه عندما تكون هناك تهديدات بوقوع الأضرار الجسيمة والتي لا رجعة فيها، وافتقار العلم إلى اليقين الكامل فإنه لا يمكن أن يكون مبررًا لتأجيل اعتماد تدابير فعالة لمنع التدهور البيئي، وإعلان استوكهلوم الذي يعتبر بمثابة اللبنة الأولى في صرح القانون الدولي البيئي. فمبدأ الحيطة الحذر موجود ولكن بدرجات متفاوتة في المواثيق والاتفاقيات كما هو الحال في بعض القوانين الوطنية، في مجال الصحة البيئية، التي توفر الموضوعات الأساسية، الخطيرة والتي لا رجعة فيها.<br/> |
