إن التغيرات السريعة والمتلاحقة المترتبة على التقدم العلمي والتقني شغلت جميع جوانب الحياة، وكانت أشبه ما تكون بالثورة في حياة البشر، وأسلوب حياة الأفراد اليومي، ومع هذا وذاك ظهر في الفضاء الإلكتروني المعلوماتي مصطلح جديد هو الإجرام الإلكتروني التي تعد شبكة الإنترنت أداته الرئيسية، وهو إجرام لا يقتصر المساس بالحياة الخاصة للأفراد، وإنما يمس من الأمن القومي والسيادة<br/>الوطنية التي من الممكن تصل إلى انهياره<br/>الذي شاع استخدامه وزادت خطورته سواء من حيث تسهيل الاتصال بين المجرمين أو بين الجماعات الإرهابية، والتنسيق بين عملياتهم، أو من حيث المساعدة أو التحريض، وابتكار أساليب وطرق متقدمة، الأمر الذي قضى إلى دعوة أكثر بلدان العالم إلى التوقيع على أول اتفاقية دولية لمكافحة الإجرام الإلكتروني أو المعلوماتي اتفاقية بودايست (۲۰۰۱) بعد تعرض الولايات المتحدة الأمريكية<br/>للهجمات الإرهابية في الحادي عشر من سبتمبر عام ٢٠٠١. وتعد جريمة الإرهاب الإلكتروني من أخطر هذه الجرائم الإلكترونية وأكثرها استحداثاً بالنظر إلى النتيجة المترتبة عنه من إلحاق الشلل بالأنظمة المعلوماتية، والبيانات الإلكترونية، وتعطيل شبكات الاتصال بين الوحدات والقيادة وأنظمة الدفاع الجوي وإخراج الصواريخ عن مسارها، وتعطيل الملاحقة المدنية للطيران، أو شلل وضرب محطات الطاقة الحرارية أو النووية، ومنظومات الكهرباء والمياه<br/>وغيرها. |

The rapid and successive changes resulting from scientific and technical progress occupied all aspects of life, and were similar to a revolution in human life and the daily lifestyle of individuals. However, a new term appeared in the information cyberspace, which is electronic crime, of which the Internet is the main tool. It is crime. Not only does it affect the private lives of individuals, but it also affects national security and national sovereignty, which could lead to its collapse.<br/>Which was widely used and its danger increased, whether in terms of facilitating communication between criminals or between terrorist groups, coordinating their operations, or in terms of aiding or abetting, and devising advanced methods and methods, which led to calling on most countries in the world to sign the first international agreement to combat cybercrime. Or information (Budest Convention 2001) after the United States of America was exposed to the terrorist attacks on September 11, 2001.<br/>The crime of cyber terrorism is considered one of the most dangerous and most innovative of these cybercrimes, given the resulting result of paralyzing information systems and electronic data, disrupting communication networks between units and command, air defense systems, removing missiles from their course, disrupting civil prosecution of aviation, or paralyzing and striking thermal power plants.
