لقد تم تقسيم الرسالة إلى فصل تمهيدي تناولنا فيه النظام القانوني للحريات العامة فبينا فيه مفهوم الحقوق والحريات العامة وما هو الأساس التشريعي لها. ثم اتبعنا هذا الفصل ثلاثة أبواب الأول منها لبيان مفهوم حرية الاجتماعات العامة والذي قمنا بتقسيمه إلى ثلاثة فصول الأول كان لتعريف حرية الاجتماع لغنا واصطلاحا وبيان كيفية نشأتها إضافة إلى الإعلانات والمواثيق الدولية التي نصت عليها ، اما الثاني فكان لتعريف الاجتماعات العامة وأنواعها ، في حين ميزنا في الفصل الثالث بين الاجتماعات العامة وبين غيرها من التجمعات التي تتشابها معها كالاجتماعات الخاصة ، والمظاهرات ، والتجمهر اما الباب الثاني فكان لبيان التنظيم التشريعي الحرية الاجتماعات العامة وما طرأ عليه من تغييرات جديدة وفقا للقانون الحالي وقمنا بتقسيمه إلى ثلاثة فصول ، الأول منها لبيان التنظيم الدستوري لهذه الحرية ، أما الثاني فكان للتعرف على التنظيم القانوني لها ، تاركين للفصل الثالث بيان سلطات الضبط الإداري إزاء كيفية ممارستها سواء فيما يتعلق بحدود سلطات الضبط اتجاهها في الظروف العادية أو الاستثنائية في مصر و<br/>الكويت على حد سواء . اما الباب الثالث وهو الباب الأخير من الرسالة فقد كان لبيان موقف كل<br/>من القضاء الفرنسي والأمريكي إضافة إلى المصري والكويتي من حرية الاجتماعات العامة وما<br/>هي الضمانات التي وفرها القضاء لها . منتهين من الرسالة بأهم النتائج والتوصيات . |

<a href="The thesis is divided into a preliminary chapter tackling the legal system for public freedoms since assembly freedom is one of these freedoms, where we clarified the concept of rights and public freedoms and what is their legislative basis.<br/>Then we followed this chapter with three parts where the first part we tackled the concept of public freedoms which we divided into three chapters. The first of which is to define the freedom of assembly, in terms of lexicology and terminology and showing their origination in addition to international declarations and conventions provided thereof. The second is to define public assemblies and their types. Where we, in chapter three, differentiated between the public assemblies and other assemblies similar to them, such as private assembly, demonstration and crowding.<br/>As to the part two of the thesis, it is to demonstrate the legislative organization for freedom of public assemblies and new changes thereon according to the current law and we divided thereof into three chapters, first of which was to demonstrate the constitutional organization for this freedom since the beginning being provided for in the constitution and till this day. As to the second, it was to demonstrate the legal organization for it, leaving chapter three to demonstrate the powers of administrative control towards who to practice thereof in relation to limits of control powers towards them in ordinary and extraordinary conditions in Egypt and Kuwait equally.<br/>As to part three, which is the last part of the thesis, it was to demonstrate the situation of the French and US legislations in addition to the Egyptian and Kuwaiti in terms of freedom of public assemblies and what are the guarantees provided by legislation therein.
