تعرضت الدراسة في الفصل التمهيدي لماهية الحكومة الإلكترونية، وعناصرها والمزايا والمعوقات التي تواجهها، بالإضافة إلى مدى قابلية القانون الإداري<br/>للتطور لمواكبة التطور التكنولوجي ...<br/>وقد قسمت الدراسة إلى ثلاثة أبواب: يخصص الباب الأول للنشاط الإداري في ظل الحكومة الإلكترونية من خلال فصلين؛ وقد تناول الفصل الأول دور الحكومة الإلكترونية في دعم النشاط الإداري، وتناول الفصل الثاني تطبيقات الحكومة<br/>الإلكترونية على الصعيد الدولي، ودولة الإمارات العربية المتحدة. أما الباب الثاني: فقد خصص للضبط الإداري في ظل الحكومة الإلكترونية، وذلك من خلال فصلين: الفصل الأول: ماهية الضبط الإداري والطبيعة الخاصة له، أما الفصل الثاني: فقد خصصناه لبيان أغراض الضبط الإداري في ظل الحكومة<br/>الإلكترونية أما الباب الثالث: خصصناه للرقابة القضائية على قرارات الضبط في ظل الحكومة<br/>الالكترونية. وذلك في فصلين: الفصل الاول: الضبط الإداري وحدوده في ضوء الحكومة الإلكترونية، والفصل الثاني كان موضوعه مظاهر الرقابة القضائية على أعمال<br/>الضبط الإداري في ظل الحكومة الإلكترونية. وأخيرا جاءت خاتمة البحث التي شملت أهم النتائج التي توصل إليها الباحث فضلاً عن التوصيات التي على المشرع في دولة الإمارات العربية المتحدة دراستها، وأن تكون في اعتباره عند إصدار أي تنظيم تشريعي يعالج قرارات الضبط الإداري في ظل وسائل التكنولوجيا الحديثة وبما يكفل الحفاظ على النظام العام دون إهدار للحقوق والحريات. |

The study came in the introductory chapter of what e-government, and the elements and the advantages and obstacles they face, as well as the extent to which the administrative law of evolution to keep pace with technological evolution.<br/>The study was divided into three sections: the first section is devoted to the administrative activity under the e-government through two chapters; the first chapter dealt with the role of e-government in support of the administrative activity, and the second chapter of electronic government at the international level, the United Arab Emirates (UAE) applications.<br/>The second section: has been allocated for administrative set under the e-government, and through two chapters:<br/>Chapter One: what setting administrative and special nature of his second chapter: statement was dedicated to the administrative control purposes under the e-government.<br/>The third chapter: we assigned to judicial control over the setting decisions in the light of e-government.<br/>And in two chapters: Chapter One: the setting and administrative borders in the light of e-government, and the second chapter the theme of the manifestations of judicial control over the administrative control work under the e-government.<br/>Finally came the conclusion of research that included the most important findings of the researcher as well as recommendations to the legislature in the United Arab Emirates studied, and to be in mind when issuing any legislative organization handles the administrative control decisions in the light of modern technology and to ensure the maintenance of public order without wastage of Rights and Freedoms. |
