أن تحقيق النمو الاقتصادي هو الهدف الرئيسي للتنمية الإقتصادية التي تسعى إليها الدول، سواء كانت دول متقدمة أم نامية، حيث تهدف الدول النامية إلى تحقيق النمو الإقتصادي، بينما تسعى الدول المتقدمة إلى زيادة معدلات نموها الإقتصادي رغبة منها في تحقيق الرفاهية لشعوبها. لذا يُعد الاستثمار مِنْ العوامل الأساسية الهامةفي تحقيق النمو الإقتصادي، حيث يعتبر المحرك الرئيسي للنشاط الإقتصادي لارتباطه المباشر بالتكوين الرأسمالي، وإمكانياته في زيادة قدرة الاقتصاد الوطني للإنتاج والتجديد والتطوير. وقد أدى التطور في ظروف الحياة الإقتصادية،والسياسية، والاجتماعية، وما شهده العصر الحديث مِنْ سهولة الاتصال بين المجتمعات المختلفة، إلى ظهور علاقات اقتصادية وقانونية لم تكُن معروفة مِنْ قبل، مثل الاستثمارات الأجنبية، والتي أولتها التشريعات الوطنية والدولية مُعَاملةُ خاصة، تفوق تلك التي يتمتع بها المستثمر الوطني؛ لما تعول عليه الدولة المضيفة مِنْ دفع عجلة التنمية والتقدم الاقتصادي، والاجتماعي، فأولت تلك الاستثمارات بالكثير من المزايا، والتسهيلات بهدف جذب رؤوسَ الأموال. ولعل الدافع إلى انتهاج هذا الإسلوب هو أن التنمية الاقتصادية في الدول النامية لا يمكن تحقيقها؛ اعتمادًا على استغلال الموارد الذاتية والخبرات الوطنية فحسب، وإنما تلعب الاستثمارات الاجنبية دورًا حيويًا في إنعاش المستوى الاقتصادي، والإجتماعي لتلك الدول من خلال تطوير البنيةُ الأساسية لمجتمعها، وتطوير الإنتاج وتحويله مِنْإنتاج استهلاكي إلى إنتاج تصديري، فضلاً عما تؤديه زيادة المشروعات الاستثمارية في الدول النامية مِنْ تقليل نسبة البطالة مِنْ خلال مجالات العمل الجديدة التي تفتحها أمام الوطنيين، ونظرًا لما تحمله هذه الاستثمارات مِنْ تدفقات تكنولوجية، وغيرها مِنْ المزايا. |

Achieving economic growth is the main objective of economic development sought by countries, whether developed or developing countries, as developing countries aim to achieve economic growth, while developed countries seek to increase their economic growth rates in a desire to achieve the well-being of their people. Therefore, investment is one of the main and important factors in achieving economic growth, as it is the main driver of economic activity due to its direct connection to capital formation, and its potential to increase the capacity of the national economy for production, innovation and development. The development in the conditions of economic, political, and social life, and the ease of communication between different societies witnessed in the modern era, led to the emergence of economic and legal relations that were not known before, such as foreign investments, which national and international legislation accorded special treatment, exceeding those enjoyed by by the national investor; Due to the host country's dependence on advancing development and economic and social progress, these investments were given many advantages and facilities with the aim of attracting capital. Perhaps the motive for adopting this method is that economic development in developing countries cannot be achieved. Depending on the exploitation of self-resources and national expertise only, foreign investments play a vital role in reviving the economic and social level of these countries through the development of the infrastructure of their society, the development of production and its transformation from consumer production to export production, in addition to the increase in investment projects in developing countries. |
