إن السجين لا يجرد من إنسانيته، بل تبقى له حقوق وحريات لا بد من مراعاتها وعدم تجاوزها. وعلى الرغم من جرمه فإنه يظل إنسانًا له حقوق وحريات يتعين أن يتمتع بها بيد أن المركز القانوني له وما طرأ عليه من تغيرات اقتضتها عملية السجن قد يؤثر<br/>على تمتعه ببعض تلك الحقوق والحريات.<br/>واتضح لنا وجوب توفير الرعاية الصحية للسجين بنوعيها الوقائية والعلاجية فالسجن مؤلم بطبيعته، فلا يجوز زيادة هذا الألم بحرمان السجين من الرعاية الصحية<br/>فالسجين يودع السجن كعقاب وليس من أجل العقاب.<br/>وقد ظهر لنا جليا أن حق السجين في التعليم يعني حقه في متابعة دراسته الأساسية والثانوية والجامعية وفقا لقدراته كما يمتد ليشمل حقه في إجراء الأبحاث العلمية<br/>بالكلية المقيد بها.<br/>أن حرية ممارسة الشعائر الدينية مكفولة لأصحاب الديانات السماوية في حدود ما ينظمه القانون, ولا يجوز التفرقة في هذا الشأن بين ما إذا كان صاحب<br/>الدين السماوي سجينا أم حرا. |

A prisoner is not deprived of his humanity, but has rights and freedoms that must be observed and not exceeded. Despite his guilt, he remains a human being with rights and freedoms to enjoy, but his legal status and the changes required by the prison process may affect his enjoyment of some of those rights and freedoms.<br/>It has become clear to us that medical care must be provided to the prisoner in both preventive and curative terms. The prison is inherently painful. It is not permissible to increase this pain by depriving the prisoner of health care. The prisoner is imprisoned as punishment rather than punishment.<br/>It has become clear to us that the prisoner's right to education means his right to pursue his basic, secondary and university studies in accordance with his abilities and extends his right to conduct scientific research at the restricted faculty.<br/>That the freedom to practice religious rites is guaranteed to the owners of the heavenly religions, within the limits of what is regulated by law, and there is no distinction in this regard, whether the celestial religion is prisoner or free. |
