استهدف هذا البحث: مناقشة نظام التقاعد المبكر فى قانون التأمين الاجتماعى المصرى: فى ضوء الخصخصة و التى كانت السبب الرئيسى فى الالتجاء إلى التقاعد المبكر:كأحد الآليات المستخدمة لتطبيق هذه السياسة بنجاح. إلا أن الخصخصة كسياسة اقتصادية: رغم عدم التخطيط لها بشكل جيد: ليست السبب الوحيد فى الخلل الذى حدث فى التوازن المالى لصندوق التأمينات و المعاشات: بل كانت هناك أحكام كثيرة: كان لها بالغ الأثر فى هذا الخلل. و نتيجة لذلك ايضاً: أدخلت وزارة التأمينات "التضامن حالياً" عدة تعديلات على قانون التأمين الاجتماعى رقم 79لسنة 1975: بهدف الحد من نظام" التقاعد المبكر" الذى أثر بالسلب على التوازن المالى للصندوق: و كان منها القانون رقم 130لسنة 2009: و القانون رقم 135لسنة 2010: ثم بالقانون رقم 120لسنة 2014و ذلك عن طريق التعديلات الواردة بجداول التخفيضات : المرفقة بهذه القوانين: وفقا لسن المتقاعد مبكرا |

This research targets to discuss early retirement system in Egyptian Social Insurance Law, in the light of privatization, which is the main reason to resort to early retirement as one of the mechanism, used to apply such policy successfully.<br/>Although it is not planed in a good way, however, privatization as an economic policy is not the only reason for the deficiency occurred to the balance of pensions and insurances fund, as there was many provisions, which had a great impact in this regard.<br/>As a result of the same, also, Ministry of Social Insurance (currently Ministry of Social solidarity) made many modifications to the Social Insurance Law No. 79/1975 aiming to reduce (early retirements) system, which affected negatively the financial balance of the fund, including Law No. 130/2009 and Law No. 135/2010, than Law No. 120/2014 (through modifications, mentioned within the schedules of reductions, attached with such Laws according to early retirement age). |
