| Summary, etc. | On a expliqué le sujet de ce message-là à travers de trois rubriques D'abord la preface qui a compris la discussion du développement historique de l'idée de l'impartialité, puis la premiè re rubrique qui a parlé de la notion de cette garantie-là dans le cadre de disciplines et systė mespositifs, ensuite la deuxiè merubrique que a parlé de cette garantie-là dans l'étape du jugement disciplinaire.<br/>On a trouvé que la discipline est l'un de plus importants et urgents sujets dans l'emploi public pour ce qu'elle cause des effects graves qui touchent l'état de l'employeur dans son travail., c'est pourquoi la jurisprudence et la jurisdiction se sont mises d'accord d'encercler suffisamment l'opération de la discipline avec beaucoup de guaranties, notamment avec la garantie de l'impartialité dans l'étape du jugement, pour atteindre le jugement juste sur l'employeur et la peine jurist que la cour émet sinons ells soient dispositions vides, également le juge de la cour disciplinaire ne peut pas entreprendre le procès s'il a l'un des états de l'absence d'autorité.<br/>On peut dire que le principe de l'impartialité est considéré comme la plus importante garantie qui protège les droits et liberations de l'homme, ce n'est pas ça seulement, mais il est l'un des piliers principaux qui assurent la stabilité et la sécurité de la société dans toutes les domains et l'une de plus importantes valeurs d'intégrité sur lesqulles se base la jurisdiction disciplinaire, soit à l'étape de l'accusation soit à l'étape du jugement disciplinaire. Mais, on ne peut pas parler de l'intégrité de la juridication si on nie cette garantie et la sortie de ses exigencies par celui qui<br/>entreprend l'accusation, l'enquête et le jugement. |
