As we know that globalization has exceeded the scope of nationalities and exceeded the boundaries of countries and regions, and took affect drastically on all aspects of economic life, political, cultural, social and security, with what it takes to organize these aspects of legislation and laws that regulate the life of the individual and the structure of the state in its relationship with its citizens and residents on its territory, and with their counterparts countries and other subjects of international law organizations, bodies and institutions and other actors in the international arena.
