The subject of the research the legal system of electronic management in the modern state- a comparative study the development in the field of communications, the information revolution and the technological boom have produced what is known as electronic management, which is one of the modern and advanced ways in which the governments of countries deal with the use of modern technology, to provide citizens with better, faster and easier mechanisms to access government sources, both information and services, and even give citizens better opportunities. to share their opinions and suggestions with various government institutions. therefore, it has become imperative for legislative institutions to keep pace with this development in administrative systems by enacting legislation the regulates the sue of these technologies in various fields, and employing them in an optimal manner to serve the public. it is obvious that legislation does not reveal its advantages and disadvantages except through its realistic application, so I have tried in this research to shed light as much as possible on this matter
