520	3		_aتعرضت الدراسة في الفصل التمهيدي لنشأة الحكومة الإلكترونية وأهدافها وأهم صور العقود الإدارية ، ثم قسمت الدراسة إلى أربعة أبواب عرضت في الباب الأول بيان التنظيم القانوني للعقود الإدارية والتي شملت تكوين العقد الإداري حيث بينت قواعد الشكل والاختصاص كما بينت أساليب ووسائل إبرام العقود الإدارية ، كما ضعنت الدراسة في هذا الباب طرق التعاقد وفقا لقانون المناقصات العامة الكويتي وطرق التعاقد وفقا لقانون المناقصات والمزايدات المصري. كما تناولت الدراسة الإبرام الإلكتروني للعقد الإداري ، حيث عرضت تعريف وخصائص العقد الإلكتروني ومجلس العقد الإلكتروني والتوقيع الإلكتروني في مجال العقود الإدارية وفي الباب الثاني تناولت آثار العقد الإداري من خلال بيان سلطات الإدارة في مواجهة المتعاقد معها عقوداً إلكترونية وفي الباب الثالث : تناولت الدراسة الاختصاص القضائي بنظر منازعات عقود الإدارة الإلكترونية ، حيث بينت حدود اختصاص القضاء الإداري بنظر المنازعات الإدارية وطبيعته . أما الباب الرابع من الرسالة : فقد خصصناه لبيان مدى جواز التحكيم في العقد الإداري الإلكتروني؛ وذلك بإلقاء الضوء علي الأحكام العامة للتحكيم في القانون المقارن ومدى إمكانية التحكيم في العقد الإداري الإلكتروني. وجاءت خاتمة البحث لتشمل أهم النتائج التي توصلت إليها الباحثة وما نقترحه من توصيات.
